Report on Transparency and Integrity Index 2024 Event Held 8th October, 2024 at the main Auditorium of the Federal Ministry of Finance, Abuja

Opening:
The “Transparency and Integrity Index 2024”  organized by the Centre for Fiscal
Transparency and Public Integrity in partnership with the Bureau for Public Reforms, was
held on 8th October, 2024 at the Federal Ministry of Finance, Abuja. The event aimed to
present the findings of the latest index measuring the transparency and integrity of 514
Federal Ministries, Departments, and Agencies (MDAs) across the country. The Secretary to
the Federal Government of Nigeria was represented, underscoring the importance of the
event.

Index Methodology:
The Transparency and Integrity Index utilized five key variables to assess the performance of
the MDAs: fiscal transparency, procurement processes, human resources management,
control of corruption, and citizen engagement. Each MDA was scored on a scale from 0 to
100, reflecting their performance in these areas.
The index provided insights into various sectors, evaluating 27 federal ministries, 184
commissions, agencies and departments, 13 military and paramilitary institutions, 163 federal
education and training institutions, 49 teaching and specialist hospitals, 5 examination bodies,
5 courts and tribunals, 7 oil companies, 9 financial institutions, 6 institutions in the oil sector,
27 research institutions, and 12 river basins, including the Federal Capital Territory.

2024 Transparency and Integrity Index:
This years index highlighted significant disparities in transparency and integrity among the
MDAs. The National Oil Spill Detection and Response Agency achieved the highest score of
77.92, demonstrating exemplary practices in transparency and integrity. This was followed
closely by the Nigerian Investment Promotion Commission and the Development Bank of
Nigeria with 71.53 and 60.17 respectively. Conversely, the Ogun-Sun River Basin
Development Authority was identified as the least performing MDA, receiving a score of
0.00, indicating critical issues in transparency and accountability.

Conclusion:
The Transparency and Integrity Index 2024 serves as a crucial tool for enhancing governance
and public trust in Nigeria. The findings emphasize the need for continuous improvement in
transparency practices across all MDAs, particularly for those that underperformed. The
event concluded with a call to action for stakeholders to collaborate on initiatives aimed at
fostering greater integrity and accountability within public institutions.
